New List of National Standards and Code of Practice Comes into Force since July 2015

Adoption of the document will reduce the level of uncertainty in the application of regulations, eliminate redundant regulatory barriers in design and construction, improve the working conditions of control and supervision bodies, and increase the effectiveness of state regulation in the field of urban planning.

The List is prepared based on the analysis of the best Russian and foreign practices, which ensure the safety of buildings and facilities, and the use of modern building materials and technologies. The particulars of the updated list are its social focused orientation in terms of assurance of environment availability for people with limited mobility.

The new list comes into force since July 1, 2015. On the same day the Resolution of the Government of the Russian Federation of June 21, 2010 No. 1047-r "On the list of national standards and codes of practice, mandatory compliance with which results in compliance with the Federal Law of 30 December 2009 No. 384-FZ "Technical Regulations on safety of buildings and facilities" shall be deemed invalid.

Director of the Department of Urban Development and Architecture of Russian Ministry of Construction Elena Zhukova explained the procedure for the examination of the documentation for a transitional period: "The project documentation and engineering survey results submitted for the state or non-state examination before July 1, 2015 will be checked for compliance with national standards and codes of practice (parts of such standards and codes of practice) included in the list approved by the Resolution of the Government of the Russian federation No. 1047-r."

In addition, Elena Zhukova said that despite the adopted resolution approving the new list, the Ministry of Construction of Russia together with the relevant federal agencies will have to make even more important work to implement all the recommendations of the Government of the Russian Federation associated with the entering into force Regulation No. 1521. In particular, together with the Ministry of Economic Development of the Russian Federation till March 1, 2015 they have to approve the guidelines for the use of the list, and the Ministry for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters of the Russian Federation until March 30 of this year has to bring the regulations on fire safety into compliance with the approved list.
